Right or Privilege?

A conversation overheard recently (emphasis mine):

Handgun Carry Permit Holder: "I believe in the right to keep and bear arms, but, I think you need to pass a class and prove your shooting skills to be able to carry. And I don't think just everyone should have that privilege."


Right?
Privilege?

I think this person did not understand the meaning of either word. Nor did they understand the concepts.

  1. I agree that the speaker does not understand the terms. I think he only used the word 'right' because he was mimicking what he had heard. WRT to 'proving', this is where 'well regulated' applies. Is it up to the govt to provide or prove this? I think not. I would be interested in learning where in any of the founding documents and papers such responsibility is given to the govt.
