What it really means
"A well regulated militia, being necessary to the security of a free State, the right of the people to keep and bear Arms shall not be infringed."
Let's analyze:
"well regulated" = the ability to understand and execute the commands: "ready... aim... fire;" and having in one's possession the tools to do so.
"militia" = adult citizens capable of bearing arms and defending themselves, their families, and their country.
"being necessary to the security of a free State," = The Founding Fathers did not want a federal army that could be used by a tyrant to control the people.
"the right of the people to keep and bear Arms shall not be infringed." = self explanatory.
Note: to infringe =
1 : to encroach upon in a way that violates law or the rights of another
2 obsolete : defeat, frustrate
* Usagi's Note: I do not think the second definition of infringe is obsolete at all
